When looking for NEMT insurance, begin with the type of help you need. Are you seeking auto coverage only, a coordinated business-insurance arrangement, or a specialist market for an operation that other insurers cannot accept?
This page explains several publicly documented market routes and how to evaluate them. It is not a best-to-worst ranking, a price comparison or a directory of confirmed MedicalRide partners. No company’s inclusion establishes that it will quote your particular operation.
The company observations below were checked on September 20, 2026 against first-party public pages. We did not obtain customer-specific quotes, conduct a claims-service audit or independently verify every license and carrier appointment. Published capabilities need confirmation for the account and jurisdiction.

Insurer, broker or program: what are you actually comparing?
An insurance agent or broker participates in arranging or servicing insurance; the insurer is the organization identified in the policy as providing the insurance. The NAIC glossary distinguishes these roles and cautions that definitions depend on context. S12
Use this practical question for each organization you contact:
Will you issue the insurance, arrange access to an insurer, coordinate several policies, or refer us to another organization?
A specialty program administrator may organize access to a particular program. A wholesale route may involve your retail broker approaching another intermediary. The specific responsibilities should be explained in your proposal rather than inferred from the website’s name.
Ask who will own four tasks: preparing the overall proposal, explaining coverage differences, completing the authorized placement and servicing the account afterward. Those responsibilities may involve more than one organization, but they should not be left unassigned.
Six publicly documented routes to investigate
Entries are alphabetical. They are starting points for research, not recommendations or a statement of universal eligibility.

Cluett: a specialist multi-line program route
Cluett’s NEMT page lists commercial auto, physical damage, general and professional liability, excess, sexual abuse/molestation and workers’ compensation. It states that program eligibility varies by state and submission. The general page’s listed state scope does not establish identical availability for every component. S05
For a package request, ask the team to identify the actual program, insurers and policies, not just repeat the list of eligible coverages. Ask who reviews how the components address passenger assistance and any policies you intend to retain.
Useful screening question: “Can one responsible insurance professional return an itemized response to our whole request, including what your program cannot supply?”
insureNEMT: a NEMT-focused agency with a published service footprint
The insureNEMT site describes an agency serving NEMT and passenger-transportation businesses. It lists commercial auto, general liability, workers’ compensation, employment practices liability, cyber and property, and publishes a list of states served. That list is not proof of acceptance for every service, vehicle or insurance line. S22
Check the state and actual service description before preparing a full submission. Ask whether the agency will review the requested arrangement as a whole or whether different components will require another channel.
Useful screening question: “Which parts of our request can your team coordinate, and who would handle any remaining gap?”
Insureon: an application and comparison channel
Insureon’s NEMT page describes an online application, quote comparison and help from licensed agents. The page discusses multiple business coverage types rather than auto alone. These are published service descriptions, not a completed proposal for your business. S20
Ask which insurers the response would involve and which operations have actually been disclosed to them. A general list of business-insurance products does not establish that a passenger-assistance exposure is covered by the proposed forms.
Useful screening question: “Will the returned options show the complete requested arrangement, or will we need to obtain and coordinate some lines separately?”
NEMT Insurance, LLC: a dedicated program administrator
NEMT Insurance, LLC identifies itself as a specialty program administrator focused on NEMT and paratransit. Its public navigation includes automobile liability and physical damage, general liability and sexual abuse/molestation coverage, with an application route. S21
Confirm the legal insurer for each proposed component and the route through which the account would be serviced. Do not infer every desired coverage or nationwide eligibility from the business name.
Useful screening question: “Which parts are available through the program for our state and services, and which require a separate placement?”
Progressive: separate the auto product from the agency channel
Progressive’s dedicated NEMT page focuses on commercial auto and says NEMT is written in select states. Its broader business-insurance page says several business lines are underwritten by affiliated or unaffiliated insurers through its agency channel. It is therefore inaccurate to assume that approaching Progressive can only lead to auto insurance. S01 S02
That broader channel still does not prove that every NEMT operation can obtain every requested line. Identify the actual insurers, proposed forms and account-servicing responsibilities.
Useful screening question: “Can the agency return a coordinated NEMT proposal, and how will the auto and non-auto components be explained together?”
RLI Transportation: a specific wholesale auto-market example
RLI’s published E&S NEMT/paratransit program addresses eligible hard-to-place risks through approved producers. At the research check, it stated a $50,000 minimum premium, territory restrictions and ineligibility for mid-term submissions seeking a lower premium. Those are criteria for this program—not typical NEMT costs or industry-wide rules. S19
A low-premium shopping request and a larger account needing a specialist underwriting review are different cases. Start by checking eligibility with a broker who can access the relevant route. Ask separately how non-auto requirements would be handled.
Useful screening question: “Does this program fit our actual risk, and what additional markets would be needed for the rest of our arrangement?”
Can the organization prepare a whole package?
Ask about coordination before assuming that a long product list equals an integrated proposal.
For an Essentials request, ask the broker to respond to your disclosed activities and identified requirements. For Enhanced, ask for a documented set of changes from a specified core version. Where a line cannot be quoted, preserve a partial status.

These are suggested evaluation questions, not published service commitments by any listed organization. Obtain the commitments in the actual proposal or agreement.
Verify the entity and relevant authority
Insurance selling, soliciting and negotiating are subject to producer-licensing requirements. The NAIC describes the state-based licensing framework; a website or software interface does not itself establish authorization. S23
Obtain the agency’s legal name and the responsible producer’s details. Use the relevant insurance department’s tools to check the authority applicable to the proposed activity. The NAIC state-department directory is a starting route. S25
Check the insurer separately from the agency. NAIC’s consumer-information page notes that insurance groups may have subsidiaries with different names and advises checking the name on the policy and the appropriate state department. S26
Do not substitute a familiar group logo for the legal underwriting entity. Ask for any cited financial-strength information with its source, entity and date, rather than treating an undated badge as evidence about the proposed insurer.

Understand an admitted or surplus-lines proposal
Surplus lines provides a regulated route for certain risks outside the admitted market. The NAIC explains that licensed surplus-lines brokers have responsibilities concerning eligible insurers and taxes, and that state guaranty-fund protection generally does not cover surplus-lines policies. S24
The classification is a reason to ask precise questions—not an automatic verdict on an offer. Ask the responsible broker to explain eligibility, applicable taxes and fees, relevant protections and whether the placement addresses your contract requirements.
A company group may use different underwriting entities in different programs or jurisdictions. Record the actual entity and placement type for every component rather than assigning one label to an entire package.
Several brokers do not necessarily mean several different insurer options
Consider a hypothetical request where two brokers both propose the same underlying insurer. Those are two broker responses, but they are not two different insurers taking the risk.
Keep both identities in your comparison: the broker preparing the proposal and the insurer for each policy. Differences may still exist in the proposed terms, fees, included policies or servicing, but do not count brand names as proof of independent market coverage.
Before several intermediaries approach markets, ask how they intend to coordinate submissions and identify any authorization they need. Keep a dated record of what you instructed. Do not assume that requesting information authorizes a change in your insurance representative or existing coverage.
You can use a simple private tracker:
Agency → proposed insurer/program → lines requested → response status → outstanding information → authorization given → date.
The purpose is transparency, not sending the same sensitive application indiscriminately to as many recipients as possible.
What to clarify before applying or signing
Ask what information will be shared, with whom and for what purpose. Clarify whether the form only requests information or also contains another authorization. Read any insurance, payment or representation instruction separately from general marketing consent.
Before proceeding with a proposal, request the complete premium and fee presentation. If there is a finance arrangement, ask for the schedule and total payable. If a claimed discount depends on buying another policy, compare the entire resulting arrangement rather than the discounted line alone.
Do not expect meaningful final terms to emerge from an incomplete profile. Equally, an initial inquiry should not be presented as binding confirmation. Keep the requested action and the document’s actual effect clear.

Where MedicalRide’s proposed comparison model fits
MedicalRide is developing a workflow in which participating brokers return itemized proposals through forms before the operator requests direct contact. The intention is to compare the requested arrangement—not simply send out contact details or compare auto prices in isolation.
The proposed process would show the agency identity, proposal stage, Essentials/Enhanced differences, policies, costs and outstanding items. The operator would select a specific agency and proposal version when requesting contact.
Under the planned introduction model, a broker payment would precede release of the approved contact information. It would not pay the insurance premium or bind coverage. Broker participation, the permitted commercial structure and the operational process remain subject to validation and approval.

Frequently asked questions
Which NEMT insurance company is best?
This page does not assign an overall winner. Begin with eligibility, the requested scope, actual terms, price basis and servicing responsibilities. A company cannot be meaningfully assessed for your operation from its name alone.
Can a single insurer provide every coverage?
Ask what the actual proposal contains. A coordinated arrangement may use one or several insurers, and some requested parts may not be available. Do not assume one application guarantees one policy, one insurer or one renewal date.
Does an independent broker guarantee access to every market?
Do not make that assumption. Ask which markets the broker can actually approach for your operation and what remains outside its access. Keep the answer account-specific.
Does Progressive only provide auto insurance?
Its NEMT page is auto-focused, while its agency channel also arranges other business coverages through affiliated and unaffiliated insurers. Confirm the relevant NEMT eligibility and proposed insurer for each line rather than assuming either auto-only or universal package access. S02
Is the RLI program’s minimum premium a guide to what my business should pay?
No. It is a published threshold for a specific program. It should not be used as an average, minimum legal cost or price forecast for the NEMT market.
Can I ask a broker to review only selected policies?
Yes, make that the scope of your request. Ask who will explain how the new proposals interact with retained policies, and keep their relevant costs and dates in the comparison.
Can an initial price be given before the full business identity is released?
Ask the receiving broker what it can credibly provide from the information available. It may be an indication, a request for more detail or no price at that stage. Do not treat the desired workflow as proof that completed quotes are possible without underwriting information.
